If you do not like the texture, you can remove it without removing the plaster. But you must be careful to avoid damaging the drywall during this process or you will end up having to replace it. Instructions

Mix teaspoon cleaner in a bucket. Use tsp. 1 part to 10 parts warm water. Use the mixture of plaster with a sponge. It is easier to work in small portions of the 3-by-3 feet, rather than making the whole wall at once. Scrape the texture with a trowel. Scrape away the texture and clean the edge of the knife necessary to remove material build-up. Sand the area smooth with a medium-grit sanding.  Some of the structure may not peel off first. Sand texture down. If there is still uneven, apply more teaspoons of the mixture and re-scrape.
Prime the walls with interior latex primer. If you plan to paint or wallpaper to use in affordable prefab homes, the primer is necessary. Apply one coat of a paint roller and allow drying at least four hours. Paint the wall with latex paint with the color of your choice. Roll a thin coat of paint and let it dry for four hours. This type of wallpaper can be installed by wetting down the back and pushing it onto the wall. You may need to use extra glue in the corners to keep it from curling back.
